BELLAMY WOODS CIVIC LEAGUE
As Amended in Accordance With Membership Vote of December 20, 1993

And as Amended in Accordance With Membership Vote of October 26, 2005
ARTICLE I – NAME
The name of this organization shall be the Bellamy Woods Civic League.
ARTICLE II – PURPOSE
The purpose and object of the Bellamy Woods Civic League shall be: to bring into organization the residents and property owners of the Bellamy Woods area; to promote good fellowship and citizenship; to encourage the interchange of ideas; and to further the best interests of this area in the City of Virginia Beach toward beautification, recreation, sanitation and safety of the residents and the protection of their property investments. ARTICLE III – MEMBERSHIP
Membership shall be open to any property owner or resident lessee of the Bellamy Woods subdivision or the immediate vicinity thereof. [Amended October 2005].
ARTICLE IV – VOTING RIGHTS
Voting rights shall be limited to no more than (1) adult per household. Under no circumstances shall any one household have more than one (1) vote. Voting rights shall be limited to those households that are not in arrears in payment of their annual dues. A property owner may assign his membership and voting rights to a resident lessee. The resident lessee must present written evidence of assignment to the League in order to vote.[Amended October 2005]
ARTICLE V – OFFICERS AND METHOD OF ELECTIONS
The League shall be governed by up to a seven (7) member Board of Directors elected by the general membership. The officers of this League shall be President, Vice-President, Secretary and Treasurer. Their individual duties shall be as specified in the By-Laws of the League. These officers shall be elected by a majority of the Board of Directors at the first meeting of the Board of Directors held after the Annual Meeting. In the event that an officer or Board Member resigns during the year, the President may appoint an interim officer or Board Member to serve temporarily until the next general election. ARTICLE VI – BOARD OF DIRECTORS
The Board of Directors shall consist of seven (7) members elected by the general membership, no two members of which shall come from the same household. The Board of Directors shall conduct all business for the League with the exception of the following: (1) amendments to the Constitution shall be as directed in Article VIII; (2) amendments to the By-Laws shall be as directed in the By-Laws; and (3) expenditures of more than $200.00 of League funds, not designated in the approved budget, must be approved by majority vote of the quorum, as defined in the By-Laws. ARTICLE VII – PARLIAMENTARY PROCEDURE
At all meetings of the League, Robert’s Rules of Order shall be followed unless other procedures governing a particular matter shall be set forth in this Constitution or the By-Laws.
ARTICLE VIII – AMENDMENTS
This Constitution may be amended by a majority vote of the general membership provided that the proposed amendment has been presented in writing and notice thereof has been given in writing to the general membership at least 7 days in advance of the vote.
